Odessa Groundwater Replacement Program's EL 22.1 Pipeline Project

The Washington Legislature has provisoed $38.5 million in the Ecology 25-27 biennium capital budget for the construction of the EL 22.1 delivery system. The EL 22.1 system is north of I-90 & east of Moses Lake, WA and is designed to serve over 17,000 acres of irrigated lands replacement surface water (the 100% engineer design provided for 17,324 acres). The proposed irrigation system would include a new canal turnout infrastructure, a large-scale canal pump station (see photo below for an example), modifications to a power sub-station and 12 miles of large diameter pipeline to provide federal Columbia Basin Project surface water to various properties currently utilizing groundwater. With funding from previous biennia and landowner funding commitments, the system has completed engineering design, is currently working on permitting, easements and environmental compliance, and is moving towards construction towards the end of the 25-27 biennium. The landowners, the Department of Ecology, the Columbia Basin Conservation District, the US Bureau of Reclamation, East Columbia Basin Irrigation District and other partners are hoping to leverage this funding for additional federal grant funding to help further offset construction costs.
